If you've ever heard Saban interviewed he always seems to praise Houston Nutt. It also can't be a coach that has under performed. So I'd guess Saban.

Does this imply that it was a head coach in the SEC West or just any coach on a staff in the SEC West?

Definitely Saban. Bert came close to knocking his team off in '14 and gave him a good game @ Bama last season. Saban sees the writing on the wall having to play in Fayetteville this year. Probably didn't like that Bret had to do his dirty work last year. Also probably doesn't like that Bret has fun and is fun to work with and can still field a disciplined team and doesn't need to be a dictator like Saban.
