I want to upgrade the ram in my laptop and this is the ram that fits my laptop. There are 2 types, but one is different.

I circled the difference when I compare the two.
What big of a difference (if any), will the 37.99 chip make vs. the 34.99 chip?

Looks like one is a little faster than the other...doubt you'd be able to notice

This.

This difference can be measured in benchmarks, but you won't notice it.

In your example, with the 1866 ram have latency of 13, I'd stick with the cheaper 1600MHz ram. They'd likely perform about the same.

Yep, negligible speed difference. If you're adding on to existing RAM, matching speed and timings to the existing RAM is... crucial. If you're getting all new RAM, either one will work.
