Harmony 900 right now, but they have newer versions. Go search Harmony RF on Amazon, and buy one in your price point.

I bought this thing years ago and does the job. Prevents me from having to buy an expensive remote.

Harmony Ultimate Home. I'm controlling several different devices with it and multiple zone audio.
If all you're controlling is a cable box and dvd player, it's overkill. They make more scaled down models that are cheaper, though this one isn't that bad price wise.

Get the harmony hub
It can control thru IR, wifi, and Bluetooth. You can control all your devices with the remote or with your phone.
I can use one remote for my tv, satellite, firetv and ps4
