To expand on the coax "problems", they are all relatively minor. Like someone else said, you are essentially sharing bandwidth with everyone else on the same Cox node. They've certainly improved the impact of other people on the node but you will notice a difference if someone else out there is slamming the system. If your concern is more for the phone lines, then this may not be an issue for you. Also, the coax network is affected by your typical copper problems (i.e.- corrosion, noise on the line, water, etc.) but their infrastructure is way more modern than AT&T's so those problems may not come up. Lastly, because of the sheer number of customers that are on the coax service, they have to rely on subcontractors to install and service the lines and equipment. While that is generally not an issue, with the fiber product, you deal strictly with the Cox Business team with dedicated techs and support staff. All in all, their fiber product is the way to go unless it is cost prohibitive. If it is, you should still be good. We have hundreds, if not thousands of customers on their coax product and have had comparatively fewer problems with Cox than AT&T.

In my experience, Cox voice via coax is not as reliable as their fiber services. I've used their PRIs and hosted voice systems, and its not nearly as bad as some people make it seem.
To me, the bigger question is do you want to lease a hosted voice system from Cox at $50 per month per phone, or nut up and buy a phone system from a local vendor and own the phones yourself.
The size of the office, numbers of lines, and the potential ROI should be the bigger question.
