New Computer Build or just upgrade?

Here are my computer specs:
Purchased 12/7/11.
Dell XPS 8300
CPU: Intel Core i7-2600 3.4GHz
CPU Cooler: Air Fan Cooled (One mounted on motherboard over CPU & one mounted on the inside of the back of the case).
Memory: 8GB (4 x 2GB) DDR3-1333MHz Memory
Storage: Western Digital 1TB, 500GB, and Internal 500GB Hard Drive
Video Card: ATI Radeon HD 5770 2GB Video Card
Case: Dell XPS White
Power Supply: Generic 450W
Monitors: Dual HPS2031 LCDs
Is my computer Ok to just upgrade a few components?
Or would it be better to hand this down to my parents and just build another one?

CPU wise, i7 Sandy Bridge is still fast enough. Sandy Bridge used fluxless soldering so they'll last forever too.
I'd rather spend the money on GTX 970, 500GB SSD, and a quality power supply.

Mostly internet and Microsoft office, but I do a fair bit of gaming. My fps is still good enough for the current games, but I know it's going to be poor performance pretty soon.

I bought this one because I thought I was going to have good enough quality to upgrade the ram/gpu, but if that isn't true... Is going modular even worth it?
It seems like I never get to just upgrade a few parts.

I agree with all of this. However, OP will need to be careful about the video card size. A lot of OEM mid-towers don't accommodate full-length (10"+) graphics cards, so that'll need to be verified before purchase.

I opened it up yesterday. The video card is 10-12 inches long currently.

For your CPU? I suppose if you want something more silent. Not a requirement, since you can't overclock it.
