Masking | Hiding IP address

I have a friend, Telunda that is interested in masking, hiding or scrambling his IP address to download torrent files (I have already advised Telunda of potential ramifications) but Telunda is insistent that I ask this board.
Telunda believes there are pay services out there that do this, however I have to believe that any pay service out there can be seized by government and they'll fold like a cheap suit.
Suggestions on how Telunda can accomplish hiding IP address?

I was just reading up on some of the current services. Private Internet Access seems to have the best prices and capabilities for what you're looking to do. Think it was a $40/yr subscription so that's a good price.

Go through privateinternetaccess to connect to KAT? Torrent is downloaded and opens up in torrent program, such as Deluge Torrent Client or BitTorrent - if so, how does Torrent Client work in conjunction with privateinternetaccess?

All your internet traffic (browser, torrent, ftp, etc) is now encrypted between your computer and the VPN tunnel that is now established. Your traffic will come out at the end point of the tunnel specified (let say Sweden) and then proceed to the actual destination. That traffic will not have your actual IP address, but one that is assigned to privateinternetaccess. There is no way to track that back to the originating PC unless they have access to the privateinteraccess servers.
