Has anyone ever used a Portable Air conditioner?

I am thinking of keeping one on my patio and maybe brining it to my tailgate... If it's worth a damn.

The way AC works is it moves heat from one area to another. All these units work just fine if there is a way to move the heat out of the enclosed area, thought they are typically less effient than central AC or even window units.
If you stick it in a room and don't duct anything out, you will heat up the room rather than cool it off. It may feel cooler in the immediate area of the air stream and that may happen on a patio as well but it will not cool the patio.
You'd be better off with a homemade bucket/ice/fan cooler

Also not a bad solution but it can feel damp and may be pricey.

I bought one to help cool off an upstairs room in my townhome. Didn't work great and wasps kept making nest in the exhaust ducting. I've since moved and brought it with me, going to use it to cool the garage off when detailing my truck and hoping to get a TV and make a hangout area in the garage. I'll let you know how it works. Think mine is a 9000 btu unit, garage is probably a bit too big, but it should still work.

To answer the OPs question, we use a portable air conditioner in our laundry room. The room isn't vented and it is where our dogs are during the day. It works very well. It basically cools our laundry room and an overflow room b/t the laundry room and garage. As others have said, you will have little to no success cooling an outside area. Even the port a cool I suggested is basically only good for standing in front of it.

they only work in enclosed areas. They do have misting fans or "port-o-cools" for outside. A protable AC is just a simple heat exchanger.
Remember cold doesn't exist, it's just the absence of heat.
For larger rooms not able to be ducted, look into surplus PTAC units. Like hotels have. You can get them used cheap and they put out serous BTUs.
