Jokes aside, could the UK leaving the European union make it easier (based on new work permit laws) for American players to sign with team in England?

the UK and EPL have always had their own work permit laws for non EU players.

Yes. Now European players and American players have to do the same thing to qualify for a work permit. 30% of national team games over 2 years.

Yeah if the rule were to stay the same it would certainly drastically diminish the number of European players in the EPL in the future. Either English or non-EU NT players would have to fill those spots.
It's probably soon to answer though since the FA/EPL may tweak a lot of rules after this.

It does bring an interesting twist to the economic power the Premier League was to assume starting next year. As an EU member, the EPL could offer higher contracts paid in a stronger currency, lower taxes, without any restrictions on transfers of players from the continent. Now, the pound is super weak, taxes and interest rates will have to be raised, and work permits will become more competitive to earn.
For the past decade, talented players from Spain, France and Germany in particular (as well as other EU countries) decided to take their talents to England in search of higher salaries. This was caused in part because of the perceived parity amongst the big clubs in the EPL. In Spain, if a player wasn't good enough for Real Madrid or Barcelona, he would move to England rather than opting for a second tier Spanish club like Valencia, Villareal, or (prior to its recent rise) Atletico. The same trend existed for non-Bayern players in Germany. Now, we could see these EU teams with more negotiating power when trying to get their talented players to remain in their domestic leagues.

Yeah, almost no matter what the FA does to loosen restrictions and keep so many European players flooding into the EPL, it will certainly be a bit of a check and balance against the TV contract money.
It's a good point you make about stars leaving the biggest clubs and often not really preferring England for anything other than the oversized paychecks.
Also, unless the FA does a complete about face on that NT rule, it's really going to help all the clubs around the size of Valencia and down throughout Europe.
One big threat of the EPL money has been that mid tier clubs who historically couldn't compete with any decently competitive club in Europe for players could begin to throw obscene fees and contracts at younger players.
A large percentage of those younger talents are not
going to be eligible in the future since they're certainly not NT regulars unless the FA drastically changes their rules. . . particularly all the French ones.
If it happens, it's certainly better for interest in the game as a whole in my opinion since the EPL-centrism among people who aren't English has gotten a bit out of hand.

The pound has seemingly fallen around 8% already.
As with anything political you get a lot of extreme opinions/political soundbite talk from "it's an outright disaster" to "it'll all bounce back stronger than ever in no time"
However, the majority of economists expect that --at very least -- the ramifications will be negative for the pound/British economy for a while.

Until they rewrite the work permit rules to make it easier to sign young prospects so as not to weaken the EPL. So this should make it easier for them to sign US players eventually. If we have any that are good enough

But isn't this exactly what concerned those who wanted to leave? Foreigners coming to take British citizen's jobs? I've heard it brought up many time by the Leave Campaign that, when it comes to football, this will help bring more British youth into the league. So i can't see them making it too easy.
