Neur is channeling his inner 'Fabian Barthez' .... Hopefully he gets burnt before this game is over

Covering his defenders' asses. Normally, a keeper with a back 4 does not have to do much coming out of the box. Keepers with a back 3 sometimes have to act as a "sweeper" and clean up long balls. Neur is having to play "sweeper" for this ridiculously slow and rather lazy back 4 made up of CBs.

Right when that keeper made 2 great saves my boss pulled me into his office to discuss work matters, so I missed everything after that

Also Neuer plays like that pretty much all the time. He's off his line super quickly. It's one of the reasons Germany decided to go to the backline they did, as Mertesacker is terribly slow, but is good at reading the game.

The fact they don't play with a real LB is more confusing, as it effectively shuts down one flank for the attack.

The Algerian coach has drilled that team well. Their backline is incredibly organized, and aren't drawn out of position by horizontal movement.

Algeria on attack is rather pedestrian, in the sense that there is no creativity. Each time they have had a numbers advantage or a nicely developed counter they always play it wide when they get near the box. Then after playing it wide the man with the ball always goes for goal on very acute angles.
