Physics Based Free Kick Question

According to FIFA's Laws of the Game "The ball must be stationary when the kick is taken."
My question is that, shouldn't you be allowed to roll the ball into the kick taker based on the fact that the ball changes direction at the instant it is kicked. Therefore, its velocity = 0, and being stationary if only for an instant.
ETA: I don't have my Dynamics notes on me at the moment, so i'm just wondering if this assumption can be assumed to be correct.

I don't think it's velocity is 0 at the point the kicker first touches the ball. Also, I think the velocity only reaches 0 if the kick is taken at the exact direction the ball came from.
But that's my understanding from my dynamics class 9-10 years ago.
So, no. You can't just roll the ball to the kick taker.

I'm thinking this might be the reason as well.
But i'll assume that the ball's velocity =0 while still in contact with the foot.
The subject of Principle of Impulse and Momentum is what got me thinking about this.
(wish Moorthy would have done a better job explaining it )

Interpretation is everything with FIFA Laws. So it depends what "when the kick is taken" means. Does that include the approach?
I highly doubt it means that only for the nanosecond(s) that the ball is kicked that the ball has to be stationary .

Sometimes they do roll the ball into the kick taker. Indirect kicks or misdirection. Happens all the time.
