Germany takes a whole month off and I think they are the only one of the "big four" that takes any kind of a real break in the winter.

The Qatar WC in the summer would be like holding the 94 WC only in Dallas. Summer is untenable in terms of climate, but a winter WC won't work at all.

I don't see why they can't build a massive complex with hotels and stadiums that couldn't be air conditioned. They have the money, and it's not like Qatar is a big country. It's smaller than the state of Maryland, and just barely bigger than Massachusetts. The Qatari's need to realize they will lose money on this, but no one makes money at events like these. They are supposed to be big parties, celebrations, and the Qataris should aim to treat it that way.
