Best soccer nation?

Was having this debate with a buddy.
Which nation is the best if you take into account both the success of its national team and the quality of its domestic league. Historically, not just at the moment.
Has to be Italy or Spain no?

Italy or Germany
Spain has been on a serious tear lately in international play, but was a famous underachiever before this era
Italy and Germany have been highly productive both domestically and internationally for decades

Historically, I'd give the edge to Italy over Germany because it has had more Champions League/European Cup winners.
If I'm counting correctly...
Italy: 4 WC, 12 UCL/EC
Germany: 4 WC, 7 UCL/EC
Spain: 1 WC, 15 UCL/EC
(Of course, Spain and Germany have both won World Cups and Champions Leagues since Italy's last title in either.)

On a per-capita basis, it has to be Netherlands. It's unbelievable that they can produce that kind of talent with a smaller population than Florida. Their club teams haven't done much lately, but they do have six European Cups in their history, one less than Germany.

I'd submit that Uruguay with a 5th of the population has 2 WC trophies and good Libertadores success.

That would be my #2 choice, but they did basically nothing at the WC from 1970 to 2010.

Yeah, counting the domestic leagues gives Italy a big advantage but when I simply read "best soccer nation" Brasil comes immediately to mind.
They have the national team championships and, even if not exactly what the OP asks, they have likely contributed more top players than any other toward all the European champions.

Italy or Brazil. People forget that all of Brazil's top players stayed home to play in their domestic leagues until the '80s. You can go down the line from Pele to Garrincha to Jairzinho to Zico to Socrates. They all played in their native Brazilian league for most of if not their entire prime. The Brazilians probably had the strongest league in the world until the ascension of Serie A with Maradona, Platini, and the great AC Milan teams with Sacchi. Germany's national team is terrific but I don't remember Bundesliga ever being the best league in the world. If they were the best, it was only for a one or two year period. So I have a hard time putting them in Brazil or Italy's class.

Club Overall: La Liga or EPL
Last 10 years International: Spain
Last 10 years clubs: La Liga
So I'd say the overall winner here is Spain

If the domestic leagues were on par with Europe, it would be Brazil without a doubt.
