Once you play a match for the senior team, you are tied to that country and can't switch.

If you're capped in a FIFA-sanctioned tournament, you must play for that team from thereon.

Think of it like this: John Brooks made his USMNT debut in a 2013 friendly against Bosnia and then, I believe made 2 or 3 more appearances in friendlies prior to the World Cup... had Matt Besler not gotten hurt in the World Cup match against Ghana, forcing Brooks to sub on, he still could have conceivably been on the US World Cup roster, but also still be eligible for a Germany call up.

You can apply for one-time switches. Mostly applies to those who have only played in friendlies.
