It's a good move by Trump. It's a signal he's looking toward a more thoughtful approach to governance. Additionally, had they not announced it and Trump stopped the shitposting everyone would be bathering on about it. Rips the band-aid off in the middle of a PR circus of a news cycle.

It's signaling Trump is learning from the recent mistakes.

I think Kelly get his tweets even if Trump tweets on his own and can see them simultaneously

The president has also publicly slammed his attorney general, Jeff Sessions, over his recusal from the Russia case, calling him “beleaguered.”
