I think it would be a much more effective technique to shame the shooters. If we catch them alive or dead, put them on display naked in a public place with things shoved in their butt. Give people a chance to walk by and throw horse shite at them and put those images all over TV. Even go so far as to make up lies about them and their love lives (say they were virgins or liked to bang dogs). That would take the "I will show them" factor out of it.
