Just an FYI...it has been proven that China cheated on some IQ testing, but their results have never been adjusted.

And how can the US have an avg IQ of 98, yet always remain at or below 85 on your graph?

I think I read in the book The Disappearing Spoon that adding iodine to the Indian diet increased IQ in some regions. I'll have to find the exact wording.

Where does this theory posit the displaced poors moved? It's not like crime is up elsewhere. It's down everywhere.

Endemic crime is largely the result of black market economic activity. Those who rely on entitlement programs often risk losing those entitlements if they attempt to make money legally. Their only avenue for economic advancement that doesn't involve losing their benefits is thus to operate on the black market (counterfeit goods, selling contraband, all-cash businesses, etc). This shields their earnings from taxes and from triggering the welfare cliff. Black markets are governed by force since there is no legal system to resolve disputes. Those on cradle to grave entitlements overwhelmingly vote democrat. Thus, places with high concentrations of that part of the democrat voting block often have high rates of crime.

1990-2000 Socioeconomic Census Data for NYC

2016 US Census Estimates for NYC

The poverty rate in New York City was just below 20% in the 1990 census, and it was estimated at 20.6% in 2016. Median household income has increased from $38,909 in 1990 to $53,373 for the five year estimate from 2011-2015. Then again cost of living has increased as well.

In other words, I don't think the poor have been displaced, at least not to the extent you're arguing.

That's a weak narrative. One could easily ask, "Why are republican-governed states the poorest? How is it that the most fiscally intelligent and responsible in our society are so prone to mismanaging money?"
