Why are 6 out of 17 La. Senate Committees Chaired by Dems?

I was reading up on the monument bills pending in the Legislature, which brought me to this.
I saw that the bill filed in the Senate was referred to Senate and Governmental Affairs Committee, which is headed by Karen Carter Peterson - a rabid and outspoken Democrat. Not only is this unusual (it should have been referred to education, oddly enough), but it essentially proves to be the death knell for any monument bills filed by either chamber if Alario refers them all to her.
So, I got to looking, and I find that the following committees are all chaired by Dems:
Agriculture - Francis Thompson
Finance - Eric LaFleur
Judiciary B - Gary Smith
Local and Municipal Affairs - Yvonne Colomb
Revenue and Fiscal Affairs - J.P. Morrell
Senate and Governmental Affairs - Karen Carter Peterson
There are 25 Republicans and 13 Dems in the Senate. Why on earth would 6 Democrats get tapped to lead some arguably important committees (such as Finance)?
Anyone have any thoughts? Is the simple answer that Alario is a steaming pile of dog poop?

I believe they are appointed by the Governor.

No. The Governor certainly has a heavy hand in who gets picked to lead each chamber, but all committee assignments are doled out by the Speaker of the House and the President of the Senate.
In this case, Alario would have assigned all of them.

According to Wiki, they are basically assigned by the Governor as a condition of being President of the Senate.

You pretty much nailed it.
What is even weirder is that of the 4 money committees (Appropriations, Ways and Means, Sen Fiscal and Sen Finance) 3 are chaired by democrats!
I don't really care who is chair of local affairs or agriculture; but the money committees are where the real power is at.
Of course Abramson is not really part of the typical democratic clique so I don't think his chairmanship (even though political) is that big a deal.

They are appointed by Alario. Alario is a political creature and damned good at it. He knows the power of the governor and sided with Jindal when he was governor and now sides with JBE. Thus not just Democratic chairs, but stacked democratic committees.
Of the 10 members of Senate Revenue and Fiscal Affairs SIX are democrats!

Alario ran hard with EWE back in the day & he's a hard core, rabid Democrat who only changed sides when La. went to the GOP. His professed reason was "I want the Governor to have an opportunity to have his agenda at least brought up for votes, which Democratic committee heads will see happen". He's one of the biggest crooks in the Legislature, going back to his days as EWE's floor leader. How he's never been indicted is unbelievable.

No, he is not. But, traditionally, the Governor tells the Senate who to vote for and they tow the line.

Technically/legally no. Members vote for their officers including President.
Practically that Gov picked the President (and the speaker) was true for the most part in the past.
However, Alario had the votes to become President even over the objections of Jindal or JBE. So he's the guy.
And Alario, knowing the power of the governor's office, has sided with the Governor at the time.

No. the President of the Senate is picked by the Senators themselves,but, the Governor could be very influential if he wanted to. Some do,some don't,it depends on if there is a strong veteran Senator who wants it. 20 votes out of 39 is all it takes.

I will never get the appeal of Alario to the members of the legislature in this State. I truly believe he is a crook and has done more to harm this state than any governor ever has (he's been around a lot longer).
He changes positions as often as I change underwear just to stay in power and keep himself and his cronies living the life of royalty in Baton Rouge.
His fricking name is on the hall that houses the House's committee rooms. Get that: the sitting, active President of the Senate has a wing named after him in the House. WTF!?
ETA: Alario served in the House from 1972-2008, and is serving his 3rd (and final term) as a state Senator. He has been in the Legislature for 45 years. FORTY FIVE YEARS.

Can he do that? He left the House because he was term limited. Can you sit out a term (or three in his case) and start the clock again?

Basically the constitution only limits ability to be re-elected for the next succeeding term after 2.5 or more (3) consecutive terms.

There isn't one guy in the statehouse I hate more than Alario. He's a crooked piece of shite that was taught how to wet his beak by Edwin Edwards. frick him.
