Apartheid is probably going to be a necessary evil here. I don't know what else to suggest. A 2-state solution was never going to work with a terror organization (Hamas) running one of them.

And, frankly, I don't care if Hamas has the popular support of the Palestinians - the Nazi party had the popular support of Germany in the 1930s.

So, installing a strong man to run the Palestinians with an iron fist until they progress until at least the mid-20th Century might be the only other option to Apartheid.
