She actually has a good bit of makeup on. Eyeliner is a taupe with no orange tones - won't highlight how red her eyes are. Zoom in.
She's defeinitrly used a yellow concealer under her eyes to lighten the dark circles but no light deflecting highlighter to hide better under lights.
She either forgot the mascara or was too drunk to apply it. And I think she might be smoking.

yeah, you're right I see the crappy application of eyeliner. who wears eyeliner and concealer and no mascara? makes no sense. and I think she got her cheeks lifted in the past for debates (you would know better, botox shots or what?) could constant cheek lifting have caused the collapse? she looks like she had a TIA on one side of her face. Also maybe in the past for debates; she was airbrushed as it looks like she currently did her own hair and make-up?
