It's about efficiency. If I can squelch out the verbal diarrhea by blocking specific users, why wouldn't I do it?

Providing for the general welfare of our citizens does not mean writing out checks to everyone who can't afford health care.

You're confusing human rights with enumerated rights. The right to defend yourself is a human right. The right to counsel is an enumerated right. They aren't the same, though they are similar.
