What country would rank #1 in your "terrorism sponsor power rankings"?

Here's how I'd look at it, factoring in influence, $ spent on terrorism, actual terrorist acts done by the country, etc.
1. United States
2. Britain- feel like I might be overrating them at #2, but they are a part of NATO and in bed with #1.
3. Israel
4. Saudi Arabia
5. Qatar
