Because it is a bookkeeping issue and no one is getting paid who shouldn't.

$182.5 million in benefits annually.

I practice before the Social Security Administration and a representative payee is similar to a tutor or a tutrix. They are paid the benefits and the law imposes they use the money for the benefit of the beneficiary. There are accounting and bookkeeping requirements and they can be audited. They can also face criminal charges if they misuse the money.

The bolded part of your quote doesn't mean what the OP thinks it means.

SS benefits will never be stopped. When the surplus runs out they will reduce or delay them, and draw whatever is needed from the general budget.

so a billion over a decade? what is that as a % of total payments over the same period? hard to sign off on this being the death blow vs. the current gap of beneficiaries to payees .
