I'm about 1000% sure the harassment angle is made up because State knows that Russia didn't effect the election but they still want to stamp their feet like children and throw out diplomats because their side lost.

FNC reporting these were all intel people and it's a response to 'election hacking', not harassment of our agents in Russia.
