Trump/Tillerson Propose Converting Foreign Aid to Loans

On average, The State Department's OSA receives roughly 6 billion a year to spend as they see fit as 'military aid' across the globe.
Israel gets roughly half, with the rest spread among the other countries of the world, mostly in the Middle East since 9/11.
Pakistan receives only $250 million, which is slated to be cut by more than half if Congress approves.
However, the biggest change is that DJT wants to make these grants loans, requiring the receiving countries to pay them back or write them off with equal value exchange.
I think this is a bad idea; there is a reason no president has ever suggested forcing countries to pay back grants, especially when we see the good donating excess money as foreign aid in troubled countries (mainly in reducing terrorism against the US, but most people fail to see that).
These countries (which does NOT include Israel) would be less inclined to accept aid, and we would be hamstrung with no leverage for influence in the region.
Honestly Trump approaches issues with a 12-year old's understanding of the world. You can't strong-arm people into doing what you want; you lose influence that way.
Countries that would see their foreign aid turned into foreign lons include:
Pakistan
Lebanon
Tunisia
Ukraine
Phillipines
All of these countries are valuable allies in de-stabilized regions of the world. Imagine what will happen if we lose the ability to influence these governments.

Why do they send us their peoples if we're paying them, too?

so, the only way to continue to have influence is to bribe them with money we don't have and cannit afford?

To your point, the aid is a nice carrot for access in our strategic interest. I agree it is not a great idea to turn it into loans, because we're paying them aid to get something out of it. If we aren't, stop sending aid, don't complicate it with some stupid loan process.

It's my understanding that a good bit of the aid that we give to certain countries is used to pay down their debt to begin with so something doesn't sound right about this.
