Since NN the FCC has been going to bat for consumers to make sure caps don't happen in most areas.

Local governments enter into agreements with providers. Obviously not every city is going to be the same, but for the most part they are going to do what they can to get the best possible access for their citizens.

You are correct that the companies don't care about the infrastructure, but in many areas the only way a local government can attain these types of improvements is through an agreement with such a company. The company comes in, pays for the necessary improvements in part or in whole, and then gets sole rights to operate for a certain number of years. This is how these things work. Not every area has the funds to run cable, fiber, etc, to every part of the city, and this is a useful tool. It really is that simple.

Foolish. The local government provides the incentive. Your government needs to attract these companies or build the fiber itself. For most local governments, building it themselves is not an option.

Best possible access for their citizens would mean more ISPs and more competition. Even a local start up.

The problem is these "agreements" or payoffs have been in place so long the current infrastructure in places is obsolete. There is a reason the same tv/isp has had a monopoly in some areas for 30+ years. Then they throw a bitch fit when another ISP tries to lay their own frame work.

No you are wrong. To the point State gov't has stopped some local gov't from starting their own ISP network bc they were so fed up with the shitty service their residents had been getting.

You can opt out of Facebook and Google other than a VPN (see: top of the target list item for access slowdowns post- NN) how do you opt out of having an ISP do this?
