35%, down from 37% in Quinnipiac. Also, lower than the lowest Obama EVER polled in 8 years.
Majorities believe he does not care about average Americans, is dishonest, not a leader and so forth.

Am I missing something here? Is there something in the Constitution where he will no longer be President if his approval poll numbers reach a certain level?

In a recent poll, polling accuracy was down to an all time low of 19%.. of the polls polled, most were embarrassed by the accuracy.

Nope. But at this rate, he will lose all Republican support as seat holders will distance themselves to keep their jobs.
