No, common sense does not dictate that - as a sign of respect, there's a legitimate reason why it is acceptable albeit not mandatory. But the protocol should be either do it or don't, but don't do some half arse or improper gesture if you are going to bother in the first place.

Every defense of Obama includes a Bush retort. It's stale and despicable that this POTUS is beyond reproach. If anyone dares to bring up an item where he falls short, he or she is automatically a racist and or is met with the George Bush defense.

Not every. Only when the attack of Obama is an attack for something that Bush also did by folks who supported Bush. Which is quite common, as the facts illustrate.
