Sevier County, Arkansas is the most heavily Hispanic county in the state. Close to Texas and I believe they have a chicken processing plant there.

I hate these deceptive bits of "statistics". Lazy and agenda-driven media perpetuate crap like this and it becomes a red herring.
So, the country that has Harvard, Stanford, and a number of elite universities that have a combined enrollment of less than a single small city and that has the 3rd largest land mass of any country is NOT supposed to have underdeveloped rural areas where most people do not have a college education? What are we supposed to be? Lake Wobegone, where all the kids are above average?
Never mind that many of these areas have populations considerably smaller than the inner city ghettos that are right under the noses these people are looking down from and which have far bigger problems with education.

Considering Oxford is a town and not a county...and considering Oxford Schools have the highest ranking in the state...I have no clue what the hell you're talking about.
