If annexing properties is not beneficial to the city of Baton Rouge, then why would the city do it? Certainly not for the benefit of the few property owners who are being annexed.

If Baton Rouge is benefitting from revenue gained at the expense of another entity, then doesn't it stand to reason that that entity is going to suffer? The non-residents of Baton Rouge will have to pay nearly the same amount for the police services they receive based on the number of people being served, and they will have less money to cover those costs. No there won't be money cut from police service, but there will be less money from parish sources to pay for other services.

Since what you propose would also be a change affecting just this parish, I guess the same part would apply to that type of amendment as to the formation of a school district:

The same thing is true for an amendment that affects five or fewer municipalities in the state.


So 2/3 approval by the legislature + majority statewide approval + majority parish approval to get this type of constitutional amendment passed.

I generally vote for amendments that affect one parish believing it's up to the locals there to vote Y or N unless I have a good insight of what the amendment is about and I don't like it.

If EBR leaders got behind such an amendment I think it passes easily. But the parish would have yo make it happen.
