I listened to the audio multiple times. He's discussing wanting to find the motivation behind it to prevent any future any incidents.

And as it pertains to the the radicalization, he clearly says "did this person get radicalized unbeknownst to us? And we want to identify that source."

There is a big difference between saying he was radicalized, and questioning whether he became radicalized in a discussion around finding the motivation.

Well, it does look like a pen and paper on that table. And the paper is being held down by that roll of tape, possibly to keep it from flying out the open window

And with his feet in that positon, it does look as if he was standing over that table when he pulled the trigger
