That can't be swatted away because we don't trust our government.
I would say that if it so happens that more secrets are in the enemy's hands, then OUR govt is to blame.
If your hiring pool is American citizens, then you should probably be aware that they all grew up at least a little bit idealized to the idea that our govt shouldn't spy on our own fricking people.
If, after hiring these people, you immerse them into doing just that, then you're pretty much playing Russian roulette with which one will finally say to himself, "this is bull shite and aint what I thought we stand for".
There will be more Snowden's because our govt cannot constrain itself and yet, it's still forced to hire from a pool of people that think it should.
