I was unaware of this.

I would not continue to work, no. I would think that the primary use of funds for a municipal government would be to pay its law enforcement, as it would become difficult to extract taxes from citzens without them. You pay your goons first, otherwise you can't get any other money.

i agree. but I don't blame them for not going out and putting their life on the line. most are probably just trying to take care of their families

Apparently there are hoardes of people running through the streets randomly shooting one another and so someone is armed....can't have hoardes of armed people in the streets of a nation which is unarmed...
