A widespread problem with people who stay at minimum wage is they don't show up for work consistently. People who do not show up are not worth more. People who do show up are worth more and will need a raise to maintain the proper delta with the laggards. Eventually everybody will get a raise and be back at the start.

You cannot confer worth on someone by changing the arbitrary measure of it.

Hell, why not make it $30 an hour.
