Ryan insist tax cuts are revenue neutral so he wants the terrible BAT

I saw him this morning on Maria. He didn't come right out and say "BAT" but he did say the cuts in income tax would have to be offset with "territory" taxes or some stupid synonym he has invented for tariffs.
Hey Ryan! you want to make tax cuts deficit neutral----cut the friggin spending too.
BAT taxes are horrible and in the long run WILL NOT add to revenue as the economy will not grow because of the BAT tax---the money will just be in hands of big companies that lobby government to keep their foreign competitors at a disadvantage. Screw them. BAT taxes will put more Americans out of work than it will put to work. There are a lot of companies that depend on imported goods to make their final products.

Ryan complains that just the mere proposal of targeted tariffs are protectionism and he doesn't believe in protectionism.
Then he turns around and proposes a blanket 20% tariff on all imports, AKA BAT.

I never trust conservatives to handle the tax cuts or budget cuts responsibly for two reasons:
1.) They never correlate tax cuts with budget cuts dollar for dollar.
2.) They never reduce mission scope of government in order to reduce the budget. They keep the mission the same and ask them to do more with less. Then they complain when the government can't do its job.
In other words, they pay lip service to the crowd that hates paying taxes and believes government is the root of all evil.

What is quite interesting is the fact that federal revenue as a function of GDP has been consistently 17% since 1940 despite various tax rates. LINK
Based on this the easiest way to budget would be to say, "our projected GDP is $17.5 trillion next year. 17% of $17.5 trillion is $3 trillion. That's our spending budget next year."
