If the bill is complete and is ready to be submitted to Committee then absolutely. If it is simply a bill being negotiated before being presented then it is fair to have it kept confidential until it is ready to ensure the best chance of passage.
What is certain is the bill should get a chance to be read and scrutinized before any voting occurs, unlike Obamacare where the bill was thrown up and a vote forced almost immediately before anyone had time to read it.

I'm glad someone on the Repub side has some sanity. If they pull the same bullshite as the Dems and keep it secret until it passes, then we really may get a viable third party because the Dems and Repubs will be DOA (dems already are for pulling the same stunt).

fine. the truly delusional can vote against it. this will put purple state Dems in the position enjoyed by the Maine women republicans and the Massachusetts Walker. they got to "ask" for certain changes. Their votes were necessary.
