I would prefer that the candidates ask each other questions. No moderator, but the microphone is set to a timer and after XX minutes it turns off.
That way both candidates can ask each other questions that they think are important.

Only the mic of the first responder works until the answer is concluded/time is up. Each question allows for a first response from one candidate, rebuttal, second response from the other candidate, rebuttal.
He will only debate if he thinks he can turn it into a shouting match.
