Berry also said he wants to bring in outsiders to help investigate the killing that came as the department is under federal scrutiny after notching three dozen shootings since 2010.
Berry criticized Police Chief Gorden Eden for making a premature judgment about the fatal shooting of 38-year-old James Boyd on March 16.
"The chief got asked an honest question and he gave an honest answer," Berry said. "Unfortunately, it was premature and a mistake, and that will not happen again."
Authorities said Boyd died after officers fired stun guns, bean bags and six live rounds. Eden said Boyd had threatened to kill officers and held onto knives as an unarmed K-9 officer approached him.
A helmet camera video showed Boyd gathering his belongings then turning away right before officers fired.

The U.S. Justice Department is launching a formal investigation into the Albuquerque Police Department, which has recently been under fire from civil rights advocates.
After a preliminary review started last year, "we have concluded that a full civil rights investigation is warranted to determine whether APD engages in a pattern or practice of violations of the Constitution or federal law," Assistant Attorney General Thomas Perez said in a statement at a police department press conference in Albuquerque on Tuesday. "In particular the investigation will focus on use of force by APD, including but not limited to use of deadly force."
The Police Department in New Mexico's largest city has experienced a number of fatal shootings since 2010, and has been criticized over a number of cases alleging abuse by officers, The Associated Press reported.

Police misconduct lawsuits since 2010 have resulted in a tab of more than $24 million for Albuquerque taxpayers. The number will likely increase as several suits are ongoing and recent officer-involved incidents may result in new lawsuits being filed.
Included in the $24 million figure is a $7.95 million settlement with the family of Iraq War veteran Kenneth Ellis III, who was fatally shot in the neck by APD officer Brett Lampiris-Tremba while holding a gun to his own head. The settlement came after a jury awarded $10.3 million to the the family and the city appealed. The judgement was one of the largest against the city in its history.
Another high-profile case was settled in mid-December 2013, when the city agreed to pay $900,000 to the family of Alan Gomez. Gomez was shot by officer Sean Wallace after the girlfriend of Gomez’s brother called police asking for assistance. Police said they believed Gomez was holding his brother and his brother’s girlfriend hostage, but Gomez was unarmed at the time he was shot. The shooting was Wallace’s third in the line of duty.

Were they in some sort of hurry? Did he have a hostage we can't see? A remote control detonator with which he was going to blow up a bunch of people? A bomb strapped to himself?
Given he posed no immediate threat to anyone on the scene (you can give that lunging at the dog handler shite a rest), what possible reason could they have had to open fire other than simply not having the patience to wait him out a bit longer to come to a conclusion that did not involve using all of their toys?

Yeah, it's apparent that department has some serious issues. Not to mention the shooter (first who fired) had been fired from another force for fraud.
