There was never a memo. He penned it in response to the tweet. No one has seen the memo - not even WaPo, apparently the FBI can't find it, and no such other memos exist even in cases such as Loretta Lynch's attempted obstruction. It was created as a cya.

There never were tapes. But it forced Comey to slit his own throat and it had Dems and the media chasing their tails for about a month.
Now, they have to deal with the sads.
