The report is the property of the Executive Branch. They'll need to change the Constitution to keep the President from not seeing it before they do.

Why would he not be allowed to see the report if he hasn't been charged, and apparently no evidence of collusion found? Other than being able to use a factual report to defend himself in public, why would they not want him to see/read it?

Last I checked the DoJ and thus the special council were part of the executive branch and thus as being the highest ranking member of the executive branch, the president gets to call the shots not congress, which is part of the legislative branch.....
