Is it not believable that Pence--as the chief executive of the state--would have the most power to make this happen?
Clearly the support of the president-elect can't be dismissed, but it seems the Governor is the single person who is absolutely necessary in this situation.

That said, I am skeptical that this could have been done as easily (or at all) in a state with a Democrat governor.
