Ryan is basically a Kardashian, he will say or do whatever to keep his useless arse in the news. He is a 100% all talk no action media whore.

To be fair Pence probably handled the details since all the benefits were at the state level.
With that said Trump forced them to the table and was every bit as critical. I think from reports he really wasn't at all the negotiations.
So with all that said team Trump Pence got a deal and saved 800 jobs. Not a glorious OMG victory since we will still lose 1300 over the next 2 years but better than nothing.
