I am sure Barry would like to have more impact, but he is vain and lazy. Without the media blowing him daily, he really doesn't have as much influence in that arena with Trump taking all the oxygen out of the room.
And he has fully embraced the high life living off of the post-presidency gravy train. Probably thinks he has earned it. No way he gets into the mud actively. But he will bad mouth the policies he disagrees with when he gets the chance. Very beta, sad...
