Your thread title is wrong--these comments from Nunes do not say that foreign surveillance was "used on Trump", at least not from the way Nunes's comments are summarized in these tweets. Nunes said that the surveillance was incidental, meaning that Trump's campaign was not the target of the surveillance. Someone not part of the Trump campaign was the target, and that person (or multiple persons) were in contact with Trump's campaign, resulting in incidental collection of information about the campaign.
He also says the surveillance was unrelated to Russia, which is interesting.
Finally, he thinks it was all legal, which is also noteworthy.
Hopefully we'll learn more about this.
