Are you sure that map shows a plan? It could just be a map demonstrating Kim Jong Un's ability to draw a straight line from North Korea to Guam.

How many South Korean civilians?
Even if you take the worst case scenario and cut it in half, that's a lot of death and destruction in the South. And while many of their weapons may not be able to reach Seoul, there are cities of 50-100,000 halfway between Seoul and the DMZ that they can hit.
If the shooting starts, there's no good ending for the South. Just varying degrees of bad.
