Misdomeaner charges would encourage more of the same types of behaviors.

I'm no lawyer but I don't think that's how it works. First you are charged then found guilty. Up until that point you are assumed innocent.. Unless something has changed recently...

Well first of all, you're not guilty of a felony before you're charged with a felony. These people are being charged with a felony because they're accused of committing felony crimes that were more than likely captured on video.
