Which management? Local or corporate? No local regional manager is going to issue a statement like that as he would be fired and corporate leaves those sorts of statements for the earnings reports.

Walgreens has a choice:
a. Tell the truth about theft in black areas.
b. Say any other excuse and have media report that you hate poor people and black people.

Why would they have to bring up race? Losses can be colorblind. Just say these locations lose too much money due to high shrink and theft and be done with it.
