I figure 25' prebuilt panels like the levee walls. I would do 2 rows and back fill with dirt and 12" of concrete on top to make a road that patrols could be conducted from.
Then on the top of it could be an electric fence. They have no business being up there, so accidental electrocution should not be a problem.

I'd go with two chain link fences with razor wire....with a road bed between the two for patrolling.
Seems like visibility would be a major factor in design, which seems to lend itself to a chain link fence more than a wall.
