Landry must be and idiot. From what I’ve seen at the local seafood market, this money would have went straight to the crawfish farmers. Could have killed two birds with one stone.

The Feds don’t “give this money away”. It comes with administrative strings and responsibilities. This includes the investment of state dollars (usually 30%) to administrate the program and audit its performance. If the Feds determine that a state didn’t properly administer the program then they can force the state the repay the entire amount of federal dollars. Note that administration requires hiring additional civil servants with state benefits and retirement. At the end of the day it’s a significant long term investment. In this case, SNAP should technically provide food benefits to anyone in a qualified low income home. What isn’t clear is where this picks up in relation to SNAP.

Why is it in a state's best interest to make itself more comfortable for those on welfare?

Wouldn't it be better to offer less programs and less free money, thus encouraging those people to either: 1) get off of the programs, or 2) move to a more welfare friendly state.

Thos is the right direction. Few states, if any, are on the government dole as far as percent of budget as Louisiana.
