Even if he worked for a private company they would be ruled as company property and he would have stolen company property.
He implicated himself today in a crime. Actually multiple crimes. It's time to go after him.

I guess a non partisan person with a law degree needs to explain how his memo's were evidence if they were never logged as evidence.
If they were logged in as evidence I could see her point.

Former assistant district attorney in San Fran and L.A. for 8 years.
Memo was not a classified document. They aren't stolen that is a reach. Feds keep copies of their notes and memos all the time.

Probably the same way as a criminal can be charged with destruction of evidence during or after a crime to cover their tracks...
