JBE says budget cuts "lack courage"---JBE lacks administrative ability

JBE is whining because HB1 has $700 million in cuts to healthcare. He is says the legislature "lacks courage" because they did not specifically say which program state administrators---ie the governor--should cut.
Any other manager of any enterprise would rather disperse their own budget but JBE wants the leges to do his job.
What he really wants is for the legislature to propose specific areas to cut so he can criticize those cuts and continue his non stop crusade for higher taxes.
I say let him veto the budget and then over ride it.
He is already calling for a special session because taxes haven't been raised enough to suit him.

Oh BS. It's micromanagement. If the leges had an administration that would actually propose cuts they might be inclined to be more specific.
The JBE mantra is ---spend, spend, spend, tax, tax, tax, shake down, shake down, shake down, spend, spend, spend and on and on.

All its subcommittees too

I agree in principle, that administrators should be more capable of determining the needs. They should have more subject matter expertise, and are closer to the programs.
That said this Legislature is just full of crap. I watched bill after bill after bill which sunset, reduced, and killed various expemptions or removed statutory dedications be killed in committee.
I saw numerous legislators rail against statutory and constitutional dedications then oppose bills which removed them. I saw the same legislators then get up and offer bills which put more dedications in place.
Nobody on any of the financial committees gets any respect from me. They are so awful I couldn't tell you which one I respect the least.

Well said. The biggest impediment to LA moving forward is the legislature. The really sad part is it has ALWAYS been the legislature.

The HOR passed a budget outlining where money is to go. They didn't make specific cuts, but they cut a department.
Another committee passed a 17 cent tax increase on a gallon of gas for the DOTD to spend on roads and bridges.
Did they specify which roads and which bridges were to be built? If they did I missed it.
What's the difference in telling DHH what they have to spend, and doing the same with DOTD?

The biggest impediment to the CITIZENS of Louisiana improving their standard of living IS big STATE GOVERNMENT and BIG TAXES.
